Ministry of Economic Affairs ‘ Academic sector to promote Value-Added Innovation Plan for Local Industrial Technology’
The Ministry of Economic Affairs has entrusted the Metal Industry Research and Development Centre to implement the "Academic-Research Dual Engine to Promote the Value-added Innovation Plan of Local Industrial Technology", and solicit the "Academic sector to promote Value-added Innovation Plan of Local Industrial Technology". The school will form a team of experts, encourage industries to invest in R&D and assist manufacturers to use government R&D resources, enhance corporate R&D techniques and strengthen industrial competitiveness, and promote the upgrading and transformation of local industries.

Solicitation period
Applicants should submit the project application form and 2 copies of the project plan to Liming Chen, Senior manager of the Industrial Liaision Centre of the Office of business development before 12:00 noon on January 29, 2024 (Monday). 
The system deadline is from now until January 31, 2024 (Wednesday).

Execution period
The period of the plan is approved from the month to November 30 of the current year.

Key point
(1) The project plan shall be based on the local industries in each city announced in this plan. Those that do not meet the scope announced in this plan will not be accepted. The project plan is limited to assisting one local industry, and the number of participating manufacturers is at least 10 (inclusive) and no more than 12.
(2) The project plan should be organized by the school and the expert team should be more than 1/2 of the number of participating manufacturers. Cross-school cooperation can be used to jointly propose proposals, but the leading school must be responsible for planning and promoting related matters.
(3) The annual project plan funding is based on the sum of NT$72,000 multiplied by the number of participating manufacturers plus the promotion fee of NT$120,000. This project funding will be approved based on the review of the industry-academic research cooperation committee.
(4) For project planning funds, the school should plan according to the content of the project, including personnel, travel, business, materials, maintenance and management and other items. Among them, the total amount of personnel expenses shall not exceed 45% of the project budget, the management fee shall not exceed 33% of the personnel expenses, and the individual amount of miscellaneous purchases of business expenses shall not exceed NT$10,000.

Eligibility
(1) Assisting units: all public and private universities and technical colleges across the country established with the approval of the Ministry of Education in accordance with the law.
(2) Participating experts: In accordance with the "Educational Personnel Appointment Regulations" and the "University Researcher Appointment Regulations", full-time teachers and full-time researchers currently employed in universities and colleges across the country.
(3) Local industries: Manufacturers that meet the local industries of each city announced in this plan and the manufacturers are enterprises that have registered their companies in accordance with the law.
